Roy’s family members have resided in Texas for several generations. His Great grandmother and grandfather were survivors of the 1900 Galveston storm. His Grandmother moved to Magnolia after The Great Storm. Roy was born in Galveston, raised in Dallas and as a teenager spent his summers working in Houston. During WWI, Roy's paternal grandfather registered for the selective service. His father was a union worker in the printing industry, and his mother was a small business owner. Roy's father was also in the United States Marine Corps Reserves and enlisted in the United States Coast Guard. Roy attended Saint Anne' Catholic School in Dallas. On November 22, 1963, Roy and his classmates gathered on the streets of Dallas at about 11:30 am to see President John F. Kennedy and the First Lady drive by them. The assassination of the President instilled a fire for public service. Growing up, Roy was a member of the Young Men’s Christian Association (YMCA) and Fellowship of Christian Athletes. Roy continued the families' legacy of serving in the armed forces. Roy enlisted in the United States Air Force and retired as a Lt Colonel.
