ABOUT ROY MORALES

FAMILY HISTORY

Roy’s family members have resided in Texas for several generations.  His Great grandmother and grandfather were survivors of the 1900 Galveston storm. His Grandmother moved to Houston after The Great Storm. Roy was born in Galveston, raised in Dallas and spent his summers working in Houston. His father was a union worker in the printing industry and his mother was a small business owner. Growing up, Roy was a member of the Young Men’s Christian Association and Fellowship of Christian Athletes. Roy enlisted in the United States Air Force and retired as a Lt Colonel.  After his retirement from the United States Air Force, he was hired by the City of Houston to be an Assistant Director at the Houston Emergency Center.

MILITARY SERVICE

Enlisted in United States Air Force – Retired Lt Col United State Air Force


  • Led a specialized team to support four Unified Commands in planning, operations and exercises. Integrated Information Operations (IO) into plans to defend the DOD Information Infrastructure (DII).  Supported Joint Staff (JS) in developing a National Strategic Plan and National Military Strategic Policy for the global war on terrorism. USEUCOM, USSTRATCOM and USSPACECOM Team Chiefs.


  • Made recommendations to Office of Secretary of Defense (OSD) and Joint Staff to integrate computer technologies into national strategic plans to achieve information dominance.  Led integration of IO activities into operational plans to defend the Global Transportation Network. Collaborated with the Defense Intelligence Agency and National Security Agency in developing IW strategies.  


  • Assisted OSD and Joint Staff (JS) in writing military strategic policy and planning orders to defeat terrorism.  Authored the Joint Staff's Information Operations PLANNING ORDER for the Global War on Terrorism. 


  • Supported JS in assessing new technologies.  Proposed recommendations to JS and Commanders to include use multi-billion dollar special programs into operations, plans and exercises. 


  • Managed advanced technology support for the Ballistic Missile Defense.  Directed analysis of advanced computing tools.  Led development of a $750K battle management system.  


  • Led operations for Starlab, an $850M Strategic Defense Initiative laser acquisition, tracking and pointing Space Shuttle experiment.  


  • Led integration and operations of the Inertial Upper Stage (IUS), a $500M geosynchronous booster, and a $100M launch processing and on-orbit support systems.  Directed integrated product teams to integrate IUSs with $1B satellites that were launched on Space Shuttle and Titan IV rocket. 


  • Provided support to nongovernmental agencies during humanitarian relief exercises. Managed and directed all training and simulations for 15 Space Shuttle missions.  


  • Managed all research and development of training tools and simulators.  Led 100 personnel to provide on-orbit support to Space Shuttle missions.  As a Payload Communicator, trained with astronauts on payload systems.  Monitored Space Shuttle activities and communicated payload status to the astronauts. 

KEY ACCOMPLISHMENTS

  • Convinced NORAD General to conduct vital analysis to enhance NORAD air defenses.


  • Within six months prepared plans and tactics to protect multi-billion dollar Defense Information Infrastructure.


  • Nation's key architect in designing a strategic adversary's IO plan--greatly enhanced US nuclear readiness.


  • Led Supreme Allied Commander of Europe's planning effort--critical to halting Milosevic’s terror in Kosovo. 


  • Initiated effort to include creative tactics into NORAD’s operation plans--enhanced US defense by 100%. 


  • Crafted a plan that provided the USSTRATCOM and National Command Authority with a new solution in deterring global thermonuclear war--No. 1 plan selected out of 200 submitted by DOD agencies and national labs. 


  • Led the policy making and IW planning for defending the Global Transportation Network, Department of Defense Information Infrastructure and North America.


  • Created tactics that were vital to NATO's air campaign in defeating Serbia--protected over 800 NATO aircraft.


  • Led support teams in two-world crises--immediate impact in halting Iraqi and Bosnia aggression.


  • Initiated innovative techniques to enhance the survivability of $1.5B command and control system.


  • Led integration of $1B NASA satellite--most successful flight in the program's 13-year history.


  • Spearheaded effort to prevent a $10M launch delay of a $1B DOD early warning satellite.


  • Intensive investigator--identified a $150M cost savings by relocating launch team to contractor’s facility.


  • World-class engineer—Air Force Institute of Technology thesis published in prestigious journal—selected No. 3 engineer in Air Force.


  • Secretary Air Force's No. 1 pick to train with astronauts for the first Vandenberg Space Shuttle launch. 


  • Top-notch in crisis--led a 30 person "tiger team" to successfully rescue a crippled $600M NASA satellite. 

PUBLIC SAFETY

City of Houston, Houston Emergency Center  (HEC)

Assistant Director and Chief Technology Officer (CTO) for the HEC and CTO for the Houston Fire Department  


  • Replaced retiring Director in activating a $70Mstate-of-the-art Emergency Center while continuing CTO duties. Led over 400 personnel, consisting of 9-1-1 operators, Police/Fire/EMS dispatchers, and IT technicians. Directed the transformation of three centers into one cohesive center serving over 2M residents. Motivated personnel from three diverse agencies to focus as a single team to achieve a common goal – activating a new emergency center prior to Super Bowl 38.


  • Hand-picked to “solve” a problematic $50Memergency enterprise. Revitalized the development of the dispatch system, the radio system and early alerting system. Successfully turned around an under-performing business unit lacking leadership by reorganizing, increasing training, and establishing policies. Lead for Public Safety GIS.


  •  Led a $6.8M radio project consisting of representatives from Harris County. Source selection member to the City's computer network upgrade project. Implemented an advanced computer defense using “state of art” firewalls, network analyzers and an intrusion detection system. Collaborated with the Federal Bureau of Investigation to improve network security in the Houston MTA. The City's liaison with the National Football League, local and federal agencies to ensure protection of the City's radio, voice and data communications during Super Bowl 38. Provide infrastructure for the National Incident Management System.


  • Authored successful grants of $6.8M to upgrade the City's Radio system and $1M to protect center against a terrorist attack. The Center’s spokesperson at press conferences.
